The U.S. Department of Housing & Urban Development (HUD) issued its final notice on the Rental Assistance Demonstration program—better known as RAD—on July 26, 2012. RAD aims to preserve the affordable rental housing stock by providing options to public housing authorities (PHAs) and owners of HUD-assisted multifamily housing projects for converting current rental assistance contracts to Section 8 project-based rental assistance (PBRA) or Section 8 project-based voucher (PBV) contracts.

RAD consists of two components: the first component for public housing projects owned by PHAs and for privately owned Section 8 Moderate Rehabilitation (Mod Rehab) projects, both of which may convert to either PBRA or PBV contracts. The second component applies to Mod Rehab, Rent Supplement (Rent Supp), and Rental Assistance Payments (RAP) contracts, which may convert to PBV contracts.

While HUD has approved a number of projects for conversion, there are still opportunities available. In this session, we will discuss:

  • RAD’s two components and the individual programs falling within their purview
  • Lessons learned during RAD’s first year
  • Opportunities for PHAs and private owners to apply for RAD conversion
  • The pros and cons of PBRA and PBV contracts
  • Requirements of PHAs and HUD-assisted multifamily housing owners when converting properties to RAD
