ExperienceHarry Kelly’s practice focuses on transactional and litigation aspects of housing, government contracts, environmental, financial institutions, and bankruptcy law. He counsels owners of firms—particularly those active in real estate and housing—with respect to issues related to the operations of their businesses. Harry represents clients in disputes with federal agencies, resolution of contractual issues with public and private entities, compliance with antidiscrimination and environmental laws, and advice on financial matters, including bankruptcy. He practices before federal and state courts (including the Court of Federal Claims), boards of contract appeal, and agency administrative panels, among other bodies. Harry has written and lectured widely on matters such as antidiscrimination laws (including the Fair Housing Act, Section 504 of the Fair Housing Act, and the Americans with Disabilities Act), security and management issues (including the impact of the USA PATRIOT Act on the operation of commercial and residential properties), and administrative enforcement matters. He is the Washington representative of the firm's recruiting committee. Harry has practiced in Houston, Texas, and Washington, D.C., since his graduation from law school.
