ExperienceStanley Widger’s practice concentrates on public utility and energy regulation, planning, construction, and restructuring issues. He has appeared in proceedings before the New York Public Service Commission dealing with a broad range of issues, including major gas, electric, and steam rate applications; cogeneration and independent power matters; and restructuring of the electric and gas industries. Mr. Widger has also participated in proceedings before the Federal Energy Regulatory Commission and other state and Canadian agencies involving siting and construction of electric generating facilities, siting and construction of major gas pipeline and electric transmission facilities, energy imports and exports, long-range planning, multiple use of utility facilities, and subsidiary and affiliate relationships. Mr. Widger has also represented public utilities individually and jointly in judicial review of regulatory determinations and in other litigation. He has been engaged in negotiations and contracting on behalf of utilities with suppliers and customers, as well as with state and local governments and agencies, and has negotiated numerous settlements of regulatory matters. He also has experience in the process of reviewing and commenting upon state and federal legislation and regulations.
