Those of you who work with HUD’s multifamily programs know that the HUD 2530 process, also known as APPs and Previous Participation Clearance, is the entry to doing business. What you may not know is that HUD recently published a new regulation that is about to go into effect.

The 2530 regulations were first issued in 1980 and for some time have been considered outdated and not reflective of current day affordable housing deal structures and transaction practices. In August 2015, the proposed rule was issued and was meant to overhaul the 2530 regulations. After receiving public comments to the proposed rule, HUD supplemented its proposed rule to provide that, in conjunction with the final rule, a “processing guide,” containing administrative guidance to supplement the regulations, would be issued.

This panel will discuss the new rule, guidance and informal interpretations that will become increasingly important on how the new rule is implemented.
