Elaine Enfonde is a senior environmental scientist. She has extensive knowledge in a broad range of environmental regulations and policies. She works with clients to develop environmental compliance plans and strategies and provides technical knowledge for due diligence transactions, site investigations and remediation, enforcement actions and environmental permits.
I focus my practice on three primary areas to help Nixon Peabody attorneys and their clients to manage their environmental and sustainability issues.
I’ve assisted the clients of various practice groups, such as Corporate, Affordable Housing, Community Development Finance and Real Estate with environmental due diligence process. I’ve been involved with the Phase I Environmental Site Assessment process of over 1,000 sites through-out New York and the USA. I’ve conducted environmental audits for compliance determinations, property transfers and acquisitions for manufacturing and university clients.
I’ve assisted clients to engage environmental consultants and engineers, develop and review scope of work, schedule and budget for projects and review and edit environmental reports. I ensure the consultants understand the client’s business, legal and technical goals for the project.
I work with clients on day-to-day environmental compliance issues; on any given day, this may be a spill reporting, permit operation or violation or waste management issue.
I’ve been following the evolution of environmental law to incorporate sustainability, alternative energy and climate change. We are actively involved in industry and university led sustainability networks.
Prior to joining Nixon Peabody, Ms. Enfonde worked for the Allegheny County Health Department Bureau of Air Pollution Control (BAPC) in Pittsburgh, Pennsylvania. At the BAPC, Ms. Enfonde was responsible for the development, management, and evaluation of the air emissions inventory for the county. She worked in close association with Bureau engineers and industry representatives to develop strategies for air emissions reductions, air emissions banking, and compliance with applicable regulations.
