Michael A. Vaccari

Michael Vaccari is senior counsel in the firm’s Project and Public Finance group and was previously the practice group leader of the Public Finance group. With 40 years of experience, he has served in hundreds of financings covering a broad range of projects and finance structures―including transportation, housing and student loans. He leads one of the largest public finance practices in the United States and consistently ranks among the ten most active bond and underwriter counsels nationally in dollar value of bonds issued.

What do you focus on?

I have significant experience on P3 transactions with lenders, sponsors, underwriters and governmental entities on projects throughout the country. Recent or current projects include the Goethals Bridge, I-595, IH-635, Denver Eagle P3 and the Dulles Metrorail Extension.

My practice focuses on tax-exempt housing finance and has been involved in numerous multi- and single-family housing transactions, serving as counsel to state and local housing agencies, underwriters and credit enhancers.

My team successfully represented our client regarding $200M of one-month LIBOR floating rate notes under a newly created discrete trust to finance or refinance student loans.
