John Bove offers a depth of experience—more than four decades—in the area of municipal law and public finance. His prior positions in government (Assistant to the Deputy Mayor for Inter-governmental Affairs of the City of New York, Assistant Counsel to the Governor of the State of New York, General Counsel of the State of New York Housing Finance Agency and General Counsel of the Municipal Assistance Corporation for the City of New York) enable him to understand the client’s perspective in financings. He also serves as special financing counsel for a number of nonprofit educational, cultural and social welfare organizations.
I am active in financings for higher education and 501(c)(3) corporations. I also work with public agencies in the State of New York, where I represent as bond counsel the Dormitory Authority of the State of New York, the New York City Educational Construction Fund, the New York City Municipal Water Finance Authority, as well as New York City’s Jay Street Development Corp., Sales Tax Asset Receivable Corporation and Hudson Yards Infrastructure Corporation.
I am also active in the firm’s tobacco settlement securitization practice where I have participated as transaction counsel, underwriters counsel or special disclosure counsel in tobacco settlement securitizations by the states of Iowa, Michigan, Illinois, Minnesota and Rhode Island, as well as by Nassau County, Erie County and Westchester County, New York.
There are continuing opportunities for issuers to combine a variety of local, statewide and federal funding revenues to progress major public improvement projects. Understanding all of the perspectives in a financing is critical to delivering the optimum results in an efficient manner.
