Edward Campbell is a partner in our Affordable Housing & Real Estate practice group. Ed is deeply committed addressing the issue of housing affordability and he built a practice, which heavily focuses on the development and preservation of housing. Ed advises clients on a wide range of regulatory and transactional matters involving the acquisition, financing, development, asset management and preservation of multifamily housing developments.
I work on real estate transactions involving the acquisition, financing, development, asset management and disposition of residential, mixed-use and health care projects. I assist clients in various aspects of the acquisition and disposition of multifamily properties, financed with tax-exempt bonds, low-income housing tax credits and other federal, state and local government subsidies.
My experience as in-house counsel to the U.S. Department of Housing & Urban Development (HUD) in California and Washington, DC, gives me extensive knowledge of the agency's programs and internal processes. I work extensively with FHA multifamily mortgage insurance and insured healthcare programs, Section 8 housing assistance, RAD and various HUD grant programs. I serve as a liaison between clients and HUD on matters involving financing, development and asset management of multifamily, health care and mixed-use projects.
The availability of decent, safe, sanitary housing that is affordable to all income levels is becoming a more pressing issue as we see homelessness increase and housing costs skyrocket across the country. Over the last decade we’ve seen a great deal of emphasis placed on increasing governmental funding for affordable housing. However, as government budget are getting squeezed tighter, we likely to see a greater focus on eliminating statutory, regulatory and procedural barriers to housing development. In the coming months and years, we will see a shift away from the fiscalization of land use, a streamlining of the permitting process and efforts to increase mixed-use and multifamily zoning to promote the development of housing. We also continue to see a focus on preservation the existing affordable housing inventory.
