On February 16, 2022, Nixon Peabody's Affordable Housing & Real Estate team presented a recap of guidance from 2021 and an overview of the current issues and trends as we head into 2022. This upcoming year is likely to be a year of change. New policy changes are being debated in Congress, while inflation has re-emerged as a force, and increased development costs pick up speed. This virtual program discussed multifamily affordable housing opportunities, challenges, and solutions. Our speaker panel included Steve Wallace, Chaundi Randolph, Kathie Soroka, Nate Cushman, Harry Kelly, and Julia Casteleiro. The panelists provided insights on the following affordable housing and real estate related topics:
- Steve Wallace provided us with a Washington Update regarding what is happening on the federal level with appropriations and short-term resolutions, as well as an update on the Build Back Better legislation
- Chaundi Randolph spoke about HUD's "new" 202 program and the opportunities the program can bring and what to expect in 2022 and beyond
- Kathie Soroka discussed a RAD update regarding the timing and process for public housing, RAD Component 1, and RAD Component 2, including Mod Rehab and the increasing activity in RAD for PRAC
- Nate Cushman provided an in depth analysis of HUD assessment management trends and the REAC physical inspection protocols as well as an update on NSPIRE
- Harry Kelly told us about operational and transactional issues related to the fair housing law, the Biden administration fair housing efforts, developing written policies, as well as the MAP Guide requirements for Section 504 accessibility
- Julia Casteleiro touched upon a handful of transactional trends to look out for in 2022 including volume caps, and supply chain issues and the effect on general contractor contracts
