Julia F. Casteleiro



Julia is counsel in Nixon Peabody’s Affordable Housing practice group. She represents private, public, and nonprofit owners and developers of affordable housing.

Julia works on all aspects of commercial real estate transactions, including acquisitions, dispositions, tax exemptions, development agreements, leasing, financing, and refinancing.

Julia represents clients nationwide with a focus on the New York/New Jersey Metro Area, being admitted to both the New York and New Jersey bars.

What do you focus on?

Real Estate

Building on my background in general real estate, I work with clients to navigate through all aspects of acquiring, financing, and developing multifamily housing, from the first steps of negotiating a purchase and sale agreement to reviewing and finalizing closing documents. For example, I recently worked with a not-for-profit organization to rehabilitate a former hotel into over 450 units of affordable and supportive housing, this transaction utilized a combination of debt financing, including tax-exempt bonds, grants, and other local government subsidies. I’ve also worked with many of the development teams involved with the preservation and rehabilitation of public housing owned by the New York City Housing Authority. This representation has included not only negotiating the financing aspects but also long-term ground leases, community facility leases, and commercial leases.

Community Impact

Prior to joining Nixon Peabody, I had taken some time off the practice of law and worked on the 2016 Hillary Clinton presidential campaign. The campaign experience had a great impact on me, and highlighted my existing desire for my work to have a more direct and positive impact. When I returned to law, I had the opportunity to expand my practice to affordable housing, which allowed me to build upon my experience as a real estate attorney and work with clients toward the common goal of providing safe and affordable housing to all people. In addition to working within the community at large, I also enjoy contributing to the NP community, and am proud to be a member of the NP’s Mental Health and Well-Being Committee, which seeks to raise awareness and support mental health and wellness initiatives in the legal community. I am an active member of Nixon’s LGBTQ resource group.

What do you see on the horizon?

The pandemic shined a light on what many in our industry were already working toward: the existing, and ever growing, need for safe and affordable housing. While New York City and State have had the creation of affordable housing at the top of the agenda for years, many other municipalities, cities, and states are prioritizing the need to create and maintain affordable housing. I see this area remaining a priority, both as we work toward recovery from the pandemic and as we move onward. I look forward to working with clients to navigate through the ever-changing nature of this business and complexities of these transactions.
