Boston, MA. Nixon Peabody attorney Jeffrey W. Sacks has been selected by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC) as a member of the Special Commission on Senior Housing.
Jeff will serve on the special commission on behalf of the nonprofit Citizens’ Housing & Planning Association (CHAPA). The Commonwealth of Massachusetts established the special commission under House Bill 4977, the Affordable Homes Act, to make recommendations on creating affordable and healthy senior housing.
More specifically, the Special Commission on Senior Housing’s mission is to advise EOHLC on strategies to better align housing, homecare, and healthcare policy and programs to increase access and opportunity for residents to age in their community. The commission held its first meeting on March 20, 2025.
“The Special Commission on Senior Housing will provide advocacy and action as we collectively seek solutions to the affordable housing and healthcare issues faced by many seniors,” said CHAPA CEO Rachel Heller. “We’re thrilled to have Jeff serving on behalf of our organization. Both he and Nixon Peabody are ardent supporters of affordable housing for vulnerable populations in the Commonwealth.”
The commission will identify best practices for creating supportive senior housing with sustainable funding, determine strategies for connecting and streamlining services supporting older adults in their community, identify partners that can incorporate healthcare infrastructure and services, estimate costs and potential impacts of programs, and analyze the projected demand for senior housing for the next five years.
“Jeff has a sincere passion for maintaining and developing affordable housing generally, and seniors housing specifically, as shown during his long career representing clients in these spaces,” said Christopher Froeb, Nixon Peabody partner and leader of the firm’s Affordable Housing & Real Estate practice. “We’re proud that Jeff will serve on the special commission and we look forward to seeing the resulting actions.”
