Patrick McGovern provides legal support for clients in all aspects of public finance, project finance, and real estate transactions.
My focus
With over twenty-five years of experience as a paralegal, I focus my practice on a variety of public finance, project finance, and infrastructure transactions, including higher education institutions, healthcare facilities, public power facilities, and housing and transportation facilities.
I provide support and assist attorneys with due diligence review—including drafting closing documentation, setting up closing extranets and data rooms, preparing and tracking signature pages, preparing and distributing final closing sets and CDs—and all manner of pre-closing, closing, and post-closing matters. Additionally, I prepare and file Uniform Commercial Code (UCC) financing statements, UCC searches, and qualification, formation, merger, and dissolution documentation.
I am a notary public in the State of New York.
Looking ahead
I foresee that document production, transaction closings, and all manner of document signings and distributions will become paperless and will be transacted by email.

City of Chicago, Sales Tax Securitization Corporation win Deal of the Year
Dec 5, 2023This article recaps the publication’s “Deal of the Year” being awarded to the City of Chicago and its Sales Tax Securitization Corporation (STSC) for a $1.7 billion financing to address initiatives related to affordable housing, homeless support services, environmental justice, and community development. NP served as bond counsel to STSC in connection with a social bonds component of the deal, which included issuance of $750 million of bonds.
