
Introduction
Troy Lieberman is an experienced technology lawyer who advises data-driven companies, from emerging startups to public companies, on regulatory, transactional, and litigation matters involving data privacy, cybersecurity, artificial intelligence (AI), and complex technology, licensing, and commercial transactions. Drawing on prior experience as a tech executive and in-house legal advisor at a Series E text message and AI marketing company, Troy brings an operator’s perspective and delivers practical, risk-adjusted advice to help clients innovate, scale, and manage risk.
My focus
Data Privacy, Cybersecurity & Artificial Intelligence
I advise clients on building and scaling data-driven products and services while managing privacy, cybersecurity, and AI risk. My work includes designing global compliance programs, leading incident response and breach management, and implementing practical AI governance frameworks that support responsible innovation.
I counsel companies on compliance with US state and federal privacy laws, including the CCPA/CPRA and COPPA, the GDPR, and consumer protection, marketing, and advertising laws, including the TCPA, and regularly advise boards and executive teams on risk mitigation, investigations, and regulatory inquires. I also represent companies in enforcement actions and class-action litigation arising from privacy, security, and data-use practices.
Technology Transactions
I counsel clients on a wide range of commercial and technology transactions, including structuring and negotiating strategic licensing arrangements, services and software-as-a-service (SaaS) agreements, joint ventures, and other deals involving the creation, acquisition, licensing, or commercialization of intellectual property. My work often involves complex data-use rights, privacy considerations, and regulatory constraints tied to advanced technologies and AI.
Outside General Counsel
I serve as outside general counsel to emerging- and growth-stage companies and other privately held businesses, and leveraging my experience scaling and leading legal and compliance teams and advising the board of directors and executive team at a late-stage technology company. I provide practical, risk-adjusted advice on both strategic and day-to-day matters, including corporate governance, venture capital and private equity investment, mergers and acquisitions, strategic partnerships, and other operational matters.
Past experience
- Vice President of Legal at Attentive Mobile, a late-stage AI and marketing-technology platform where he built and led legal and compliance teams responsible for data privacy and cybersecurity, compliance, product counseling, intellectual property, technology transactions, litigation, and public policy, among other responsibilities.
- Prior to Attentive, Troy began his legal career at Nixon Peabody as the deputy leader of the Privacy & Cybersecurity practice group and leader of the TCPA & Consumer Privacy Team, where he litigated technology and privacy disputes and advised clients on regulatory compliance.
- Prior to law school, Troy was a business transformation consultant at IBM, where he advised clients on business process improvement.
